Cannot report a player when the game did not start

I wanted to[ report this ] <<LINK REMOVED BY MODERATION>> but I dodged and when I went to report him I got this error message

Yeah you cant report people if they just say they're going to do something. If I say I was going to run it down mid and you reported me in lobby. Then I proceeded to win my lane showing I was joking do you think it would be fair I got reported for it?

People shouldn't joke about this particular topic, as it causes trust issues and to be honest, forcing others to dodge because they are once bitten twice shy is really messed up. I'm sorry if this takes some of the 'fun' out of the game, but too many times I've seen people have to suffer through an otherwise winnable match without the 'trolling' player because they don't want to dodge and get to that report button. Not too much to ask, is it?

if riot would take their focus away from bad words, they would have the resources available to try and stop trolls

Manual efforts, while decent for outlier cases, is simply inadequate at dealing with such a large community. The manpower doesn't exist to manually review every single report, so an automatic system has to pull the heavy lifting. This is not something that gets solved from hiring a few extra people.

It's much more difficult for an automatic to spot trolls due to their focus on making sure that no one is banned for unintentionally playing poorly. Poor behavior in chat is always under the control of the player, compared to playing poorly it's dependent on the intent when determining if it's something that Riot doesn't want in their game.

I believe you're wrong, so I made my argument against yours. This is what the boards is for. You don't get to block all discussion and claim that every response from a person if harassing if they are keeping their posts to the discussion at hand.

but every time we talk, you resort to insulting me after a certain amount of time and i'm done talking to you about anything because you have proven yourself unable to speak without harassing people
