Your old account can never be recovered after a perma ban. You are free to make a new account.
No. You won't get the account back. You were toxic on that account. Or you cheated. Or you had something else cause the ban hammer fall on you. Whatever it was, you deserved that ban. And under no circumstances is there a time after which your ban will be lifted. (well actually there is, I've seen some people getting permabanned until the year 2100 or so. If that's the case for you, just hang in there for another 82 years or so)
