New idea for punishing reports

So just now I played a ranked game, early game went pretty rough for our team with top lane and bot lane both falling behind. But after laning phase we grouped up mid and we started to come back and it was starting to look promising like we would win. But then all of a sudden, our cait sells her runaans hurricane and her last whisperer and her ie components she had so far and she then buys a deathcap and ludens thus becoming useless to the team. Our alistar support who was duo que with the cait refused to ever group and would only split push bot lane, as well as not buying a sightstone. So even after that our top laner, jungler and I were still trying really hard to win and it didnt look all that terrible for us. But then cait once again sells all her items and buys only a zzrot. Cait never groups and only split pushes just like the alistar and we eventually end up losing the game. Even after the 3 of the players actually trying to win manage to win a few little fights here and there and even get a couple towers.

Now as the game ends I say gg and I ask the other team to report the duo bot lane. But really, are the players going to be punished for trolling the game and intentionally throwing the game. Because I know people are chat banned for verbal things and that is a good punishment. However I feel that when people troll like this a less severe punishment then banning the account would be to give it a set number of games following reports in which the account could only play normal games and not play ranked. Since ranked should be competitive where everyone is trying their best and playing to win. I think adding this to the punishment system would be very beneficial and would reduce the number of people who throw games and grief their teammates. Eventually however if they were to repeat and continue the griefing behavior they would need to have the account permanently banned from playing ranked games. Or perhaps even permanently banned because the way they are playing really ruins the game for everyone else playing it.

yes, trolling / intentional feeding is a 14-day ban for first punishment. Permaban 2nd punishment.

They have to do that a for at least a few games first before it happens.
