Bots in low level aram

Hy, I just logged in with one of my friends fresh level 30 account, and played like 6 games on aram and they were full with bots. For exemple 4 of them were afk under turret until minions spawned, then they just always rushed the lowest health target(they doesnt reacted to anything and they walked even under enemy turret without any reason and no chance to kill the target).Then i was with graves and when i used w (smoke screen) all of them who was in it just stayed afk until the ability has gone and all of them reacted always the same way. Are these bots rly allowed or what? They were obviusly bots and and you cant tell that was bad luck when you get only bots/scripter in 6 match in a row
