2 possibilities:
1.) You were "calling people dumb" consistently and frequently enough that you climbed through the other punishment tiers and, even though you were warned after your 14 day ban that your next punishment would result in a permanent ban, you continued to your unacceptable behavior, showing Riot that you have no intention to reform your behavior.
or
2.) You did more than just call others dumb, and your behavior was deemed severe enough to jump straight to a permanent ban.
So, have you received any other behavioral punishments prior to this? If not, would you mind posting the chat logs you received? If you do, I or someone else could point out what may have caused you to jump straight to a permanent ban, if that was indeed the case for you.

Also Its really not a question of whether its ban worthy or not, its more like, is it worthy of a punishment or not. After your 14 day ban you are basically on probation, so any kind of behavior that got you punished before will get you a permaban and not a chat restriction.

And yet this is a multiplayer online game where you are interacting with other real people. Just like in real life if you're constantly being verbally abusive and harassing other people then you're gonna get in trouble for it and most likely thrown out of the establishment on the spot, which in this case is a ban. If you're unwilling or unable to interact with others in a mature and respectful manner then that's your problem, not ours.

There is a difference between presenting an opposing view and being a jerk. The former is tolerated, the latter, not so much. And all too many times, the latter tries to pass his or her self off as merely doing the former.

Same as game 1 only without the afk threat. Also yes, the part I bolded is indeed reportable and punishable as well also. Punish worthy.
Conclusion: You spend the entire games whining, complaining and insulting other players whenever they do something that you don't like. While there are some neutral/positive comments in game 2 those are only at the end and only after you went on a verbally abusive tirade.
Advice:
My overall/final verdict: Punish.
P.S. It doesn't matter how much money you spend as all players are treated exactly the same regardless of the amount spent.

Read your chat logs and ask yourself if the behavior displayed in them is ever appropriate in any context: in-game or in real life. If the answer is no then perhaps you should reconsider how you're acting in this thread and what you deem as acceptable behavior. Except that it wasn't just one game: your reform card showed two different games where you acted poorly. Not only that but it wasn't just these two games either-it was multiple games where you behaved in a poor manner. Regardless of whether you agree or not the fact remains that you spent an extended period of time using the chat to verbally abuse and harass other players, and that's time that would have been better spent actually playing the game itself.
Bottom line: If you came to this forum expecting to get Yesman answers then you're out of luck, especially with the poor behavior that you've displayed in this thread alone. If you had come in here with a better and more mature/respectful attitude then chances are you would've gotten more polite and respectful responses. As it stands though you've unfortunately given people no real reason to do so, and that is ultimately on you and not us.

It's both legal, acceptable, and good business. It's Riot's game, they are free to deny access to their content. The account you log into is not yours, it's Riot's. You are allowed to use it so long as Riot believes you are following the TOU.
Behavior like what you displayed in those two games drives away customers, so it's in Riot's best interest to ban you for the sake of future customers.
