This is sent to you in regards of the ban I received in September. I decided to sent you this to tell you that. I would like to be no longer banned. I have been playing on this account since September. In September, you banned me for using a script. But you see I did not use a script. I used a third-party program for custom skins to enhance the game. Not to abuse it. Please respond as soon as possible. Thanks.

As far as I know custom skins were in a grey territory but Riot essentially said you should be able to use them so long as the application doesn't also provide you with a game play advantage. Because of that, MKLOL and MKJOGO were specifically not allowed as they also provided other functionality.
I'm not sure about MobaSkins so I would bring it up saying that it was the only application you used and per the post below you were under the impression that they should be allowed.

For now, custom models and artwork sit firmly in a “use-at-your-own-risk” category, but we’re keeping an eye on them. We can’t optimize for assets we don’t develop, and if they do become a concern in the future (ie. they provide measurable player advantage), we’ll take action based on the stance we just discussed.
