Question time!

Is it considered toxic, or against the summoner rules to post players names on the forums that are toxic so the community knows to avoid certain players. Make a list of all the toxic players I meet so to speak. There are a few that are very very toxic in lobby, but say nothing in game to avoid getting banned. I would like to make their names public. If it is considered against the rules I will not do so.
