I was added and bothered by a enemy team member after going 13/3 on Kindred.... Saying that i am toxic because i flashed my LVL 7 Mastery after getting a quadra kill and after getting two Triple kills. So, Is it toxic to flash your mastery and should i have been reported for doing so?

Nah, other guy was probably just tilted that you flashed your mastery. Unless you just spammed it. If you didn't spam it as a taunt, then no it's not toxic

I do not believe that anyone has ever been punished for flashing mastery or any other emote.
