i was joining a game and my internet disconnected. I attempted to reconnect to the game but for some reason it said the game has ended and that i have been placed in a lower queue im sick and tired of riot placing me in a lower queue just because my internet disconnected.

Fix your internet then. Everytime you disconnect you either ruin the game of 9 other people or you just waste their time.
Now that you are in low priority queue you have enough time to fix your crappy internet.

If it was the beginning of the game and triggered a Remake, it wasn't 30 seconds. It was at least 90.
If it was later in the game and your being AFK allowed for the enemy team to push and end... well, that's tough to explain on your end.
The system can't differentiate an intentional leave from internet trouble, which is why there's built-in leniency. If you hit a low-priority queue, then this has been a chronic problem for you, and you are expected to fix it.
