Is riot trolling players?

So I've been playing this game since season 2. I started like any other game... Trash talking.. mind games to get in the opponents mind and hopefully make them play worse. It's a huge part of every other pvp game in existence. It's a huge part of any competition. I stopped when I started getting restrictions and even lost a couple accounts. Whenever I'm in a game my stats are the highest. Not saying I carry every game because we all have bad ones. The majority of games I definitely do carry.

Lately I have been having trolls and afk's in every game I play as soon as I start advancing. Some are the same people. I remember the names and wonder why I'm in a game with these people after my whole team has reported them trolling repeatedly. They'll follow me around in the jungle and last hit every mob... follow me in lane just close enough to get xp and ks if possible. Ban my picks in champ select. Whatever they can do to make sure I lose they do it.

If this were a random and scarce happening I would chuck it off as nothing. It's every single day. I'm starting to think riot themselves pays people to troll games. The fact that nothing is done with these players and they're still here trolling every game is either very poor game management or Riot does it themselves to keep good gamers who don't make them money at bay and in the pool of players who they really don't give a single care about. I can't be alone with these problems. I want to hear your view on it as a community. How many of you have the same issues and are you willing to join a lawsuit against the company if they are involved even if it means League of Legends gets shut down. I record every game and I have plenty of evidence pointing to the company itself. People pay good hard earned money to enjoy this game and it's straight robbery if they have anything to do with it. I won't stand for it. I will take action
