got plenty of honors but i'm still ineligeble for loot

So I get banned recently because i decided to go veigar jg and fed. My team then reported me and i was banned for 14 days. After i got my account back i kept going positive and getting honors just about every game. I was also friendly to almost all of the players in my game yet i still can't get chests. I think this is an unfair way to punish players in league of legends. Riot releases a new system and then will not let people use it because of previous mistakes forcing them to use rp and aren't even guaranteed to get something worth the amount of ip they spent. I had spent 975 rp on chests re rolled some skins and got dryad soraka. What makes it even worse is when i tried to make the skin permanent it didn't give me the skin and when i went to riot support they said they could do nothing about it because it said that i disenchanted it. So i make a mistake can't use a new system without throwing money at riot and then when i do throw money at the i get screwed over by their system.
