No. There is no "trolL" in rules. Troll is combined name for intentional feeders or people who assist enemy team like kench devouring you and dropping u in enemies, or someone who tells opponents where your jungler is. Or someone who just watches u die laughing. Also if u dodged u have no way of knowing he wasnt planning to change to smite.
