You're going to have to supply much more information than that to get help. But you're also going to have to submit it all in a support ticket to Riot because no one on the forums can help you.
If you got a perma ban you must have gotten a 14 day ban as well as 2 chat restrictions. If you couldnt learn your lesson from those 3 times, why would riot think you would change? You were given chances and refuse to take notice of it. Now you got a perma ban and thats basically the final straw!
Nope. Permabanned means permabanned.
I was once permabanned and started a new account, I changed my ways and am now a law-abiding Riot citizen. If you truly want to repent, you should do the same.
