I have a 1TB 6gb ram HP laptop computer runs about 60-120 fps on medium low setting with little downloaded and nothing else running. Ive got a budget of about $850 and need a computer that can stream on twitch, run league at high settings 100 ish fps, and can run discord and other stuff at the same time. New to pc building, help is appreciated!

Unless you're going to overclock your CPU, I'd suggest skipping the k on the processor, since that's a price jump that only unlocks overclocking.
HalcyonDweller1 votesPCPartPicker is a site where lots of computer enthusiasts and hobyists alike go to share their builds, you can look builds up by price and set certain specifications to your liking. That is the best place IMO to find a PC build within your budget that will be to your liking.
Likely all you need is 8GB ram and a good video card, but I recommend looking at what is on the site and do your research before deciding on any one build.

HalcyonDweller1 votesYeah, IMO that's a great build. It's debatable about intel vs AMD (You could find an equivalent processor from AMD for much less cost than the i7-6700k) but really whichever you choose you will have a solid computer.
The other user left out a motherboard from their list, but it's not expensive to get one.
EDIT: Case too, but again, usually not very expensive.
Some other important things to note:
You will have to order parts that go together. Some types of components are incompatible with other types of components. For example some types of motherboards are not compatible with some types of processors. Make sure your parts match.
An extension of that point, make sure your Ram and your PC cooler will both fit in your case. It sucks terribly to get that far in your build and find out they overlap the same space within the case. Usually just getting regular RAM without fins on top will make sure there won't be a problem.
You want to make sure that your Graphics card and Processor will operate well together and avoid a bottleneck. This is a bit of a complicated so I recommend looking up some discussions on youtube about this. If you don't want to do that, here's a brief summary. If the processor speeds and the graphics card speed are vastly different, the slower one will hinder throughput and can cause lag and general slowness. This should only a problem if you exceed the limitations of the slower part, but it's something to be aware of.

HalcyonDweller1 votesYou don't need a new computer to get access to newer frequencies of wifi, all you need is an adapter (antenna) that can use that frequency.

Makior721 votesthis game will run on a potato honestly, but any reasonably powerful pc would be able to hit 100fps I think... as far as your wanting to stream on twitch, that is much much much much much much much much much much much much more reliant on your internet connection / speed than your computer.

sounds like you currently have an older computer / network adaptor that can see 2.4ghz networks and not 5.0ghz, just make sure that the one you get can use 5.0 ghz via wifi assuming you are not hard wired into the modem / router. Also if you plan on using the 5.0 (which is faster than the 2.4) make sure you are not more than about 1 room away from the router / modem, 5.0 is faster but the signal does not travel as far as 2.4ghz. But depending on what internet speed you pay for, that may be irrelevant as 2.4ghz tends to cap out around 32mbps. Check the max speed you are paying for from your internet provider. Inparticular for uploading / streaming video you want to pay attention to your maximum UPLOAD speed, your download will not make a difference if you can only upload at 1mbps (example) if I remember right, minimum upload speed for twitch is 5mbps and recommended is 10 but I could be wrong on that.
