We need a better Tribunal

Have you ever played a ranked game. A RANKED GAME. With one of those trollsTrundle . Honestly all you can do is report them and nothing really happens unless they're AFK. Literally one of my online friends swear so much it disgust me, but all he gets is a message from riot saying everyone has bad days?!?! I'm only Silver 5 and yes, people (including me) in Silver 5 do accuse a lot of things op and rage at things, but imagine if someone says top, then duo top. Then says jg, then says duo jg. The other player selects smite and you take some top lane summoner spells (Flash, Ignite, TP, etc). Then when you get into game he says I'm going top. I mean what is that!? He doesn't even say oh I'm going top, but I'm taking smite to help with objectives like Dragon and Baron. God I sound so much like a bronze 5. No pun intended, but I played with one of these players and he was Trundle . It sort of pissed me off so I told him "Wtf Man go jungle you have smite!". His response "But uh... I called top..." *Facepalm. We really need a better way to find these players and issue a more serious punishment. The more the player/summoner repeats the crime, the worse the punishment. Now I don't have any specific punishment that I would like to be put in, that's up to Riot to decide

Let me first just start by say to everyone that, yes there is a tribunal system and it does great work with delivering out punishments fairly. Second, you can't really stop trolling/trolls during a game. Trolling is just something that some people do and the best way to go about it is to just role with it, no matter how annoying it can be. However, some people may not be trolling and just trying a champion in a different role that the champion may not be consider great at or as some call it "Off Meta" or "Breaking the Meta." Third, Trolling is such a vague category that can fall under almost all other categories depending on the situation. But, you really can't stop people from playing the champion and position they want to. The tribunal is doing its' best to make improvements all the time. As I see it right now, the tribunal is doing tremendous work with dealing with reports/punishments fairly.
