A better way to punish toxic players

I like the direction riot is taking with removing end of season rewards from players who have been or are punished. but by permanently banning players. Riot's really creating a prisoners island(something they've said they don't want to do). what happens when riot permanently bans a player? First, a very. very. very minuscule not even a fraction amount decide to quit the game for good. Second, an amount probably less than 20% decide to buy new level 30 accounts. Third, the most likely outcome is that they create a level one account. what does this mean? they have lose all their champions. obviously they lose all their skins. but what about with the new leveling system? where each level you can get a free champion from level 1-30? I'd bet you anyone who has a level 30 account with less than 20 champions would make a new account just for the champions. so with the new update, creating a level 1 isn't really going to be a punishment. back on topic. what happens if permanently banned players create new accounts? if you have ever leveled from 1-30 in the past 2 years you would know that it is the place for THE MOST TOXIC players in league of legends. the amount of smurfs(making a bad experience) afkers, int feeders, and flamers exceeds even bronze. which makes perfect sense considering all the players that were toxic enough to be permanently banned are now placed there, I would need some serious solid proof telling me otherwise, because I've made quite a few level 1-30 accounts. you know who else is on a level 1-30 account? NEW PLAYERS. so what does this mean? you're smart player/riot staff, figure it out [slayer-pantheon-thumbs] yup you got it.

you've now mixed toxic players with new players. and essentially created a worse prisoners island because new players are suffering. I don't think permanently banning players is the way to go unless you're going to IP ban them.

what do I suggest? yes strip away their end of season rewards and honor rewards. strip away their skins 1 by 1. 10 by 10, all at once. take away their champions so they get punished and can't play ranked take away all of their skins, take away all their IP and RP. but don't. doOOOooooOOOOnnnt put them back at level 1 with the new players. ( if you really think about it. in this current system. what is more punishment? taking all your champions/skins/RP/IP and leaving you with skilled level 30's, or putting you at level 1, where you stomp noobs? and will be getting a champion per level) "thinking"

if you personally haven't leveled a 1-30 account in the past 2 years. ask someone you know who has, ask them if they had enough IP to get into ranked, they'll respond "barely, and I had to get all the 450 IP champions" ask someone in the new leveling system if they'll have enough IP to get into ranked and the response will probably be "yeah level 1-30 all you get is champions from every single level, so i already have 20+ champions some of which cost 6300!)

so now you're going to put a level 30.... back at level 1? when it's easier to get champions at level 1-30? why not just remove all the level 30's champions? leave their level 30, giving them incentive to keep playing on their level 30-40-100+ whatever it is. and yet it'll take them longer to get back into ranked on a level 30 with no IP, instead of placing them with new players. and hell if riot doesn't want them to be able to keep their summoner name, force change it and ban the summoner name
