How does riot expect me to keep playing when i know i am better then the ranks i am given, but can not get anywhere because of the players that are continually allowed to "troll" matches?

PROVE IT.

And you can get off the "I hate trolls" bandwagon because none of us enjoy them either. But until we report them in to oblivion, they'll stay here.

reporting does nothing! i have encountered the same person at lease once a week for the last two months i report and still get trolled! RIOT needs to get there shit together

If reporting indeed did nothing then there wouldn't be people coming here almost daily complaining about their bans. Also, if you don't report then they won't get banned, but keep in mind that gameplay toxicity is more difficult to detect than verbal toxicity, but when it is detected, then the person doing it is immediately banned rather than just chat restricted.
