This guy needs a ban

The following is from the champ select of my last game of league of legends. Below this wonderful piece of literature is a link to the game where he decided to stick to his guns and ruin the game for everyone. Please, riot, explain why ip banning is a bad thing?

Player 1: Hello everybody! If the team is complete and utter down syndrome, I will be intentionally feeding this game! Player 1: I will not be, and have not been reading any messages! Player 1: If the team bans my champion, I will be intentionally feeding from minute 1. Please try me out! Player 1: I will not be accepting 0 ganks from my jungler while I get camped by the enemy jungler Player 1: I will also not be accepting 0 and 10 laners. This is all signs of team incompetence! xMisanthrop3x: ok xMisanthrop3x: stop Player 1: If the team is not competent, I will be intentionally feeding to make the game go faster! Player 1: None of these are unreasonable expectations, so I expect them to be followed in order to have a good game. Player 1: Because of the simple minds of league players, I have provided an example of recent down syndrome. please check these imgur pics! <img> Player 1: I would also like to say that I bought this account for 12$, I have many more, and have no problem buying another! Please, riot, explain why ip banning is a bad thing?

There are two major reasons I know of for why IP banning doesn't work too well:

1.) It's rather simple to get around. These days, it's rather easy to simply change your IP address, getting rid of the ban on yourself.

2.) There's a large potential for collateral damage, particularly when you ban the IP of a college dorm or an internet cafe. Banning the IP of one of these places would ban several other users for the actions of one, which is definitely not that good.

As per the Universal Rules, we do not allow player reporting/shaming here on the boards. Because of this, I am removing the match history link that you posted, as well as replacing the other summoners' names with simply Players 1/2. I'm also removing the imgur link despite it originating form the other player as it still negatively calls out other summoners.

If you wish to report someone, the best way to do so would be through the post game report system. I know this took place during champion select, but if the player did intentionally feed/troll during the match, you can report them for that. The boards is simply not the place to report others, though.
