First of all , i am really really sorry for my behaviour in the first place. I didn't want it to come so far, i really like this game and sometimes i get tilted by my teammates that are not helping me or the enemies that are toxic and say "ez" "low iq". I am sorry for saying such bad things to other players. Please consider my appeal.
Unfortunately, permanent bans (which I'm assuming this is) are never reversed save on the rare occasion they are applied in error. I know that's not the news you wanted, but... :(
Unfortunately, unless a ban was done in error, it can't be reversed. However; if you are going to make a smurf and join us on the Rift again, you can always post your chat-logs from your ban here, and we as a community can give you advice on what you should change in terms of behavior the next time around, and what could be considered toxic or offensive.
