There should be an automute system in game, for example create prfanitated words that if you cross you get a strike, 3 strikes equals a mute for the rest of the game, or maybe a vote system to mute someone for the rest of the game, or some way that can't be abused in any sort of ways, but a way that can lower the harsh punishment we call ban, but still avoid more flaming and toxic behaviour in game.

Why not simply mute them yourself? That's essentially a vote, just that everybody gets what they voted for.

And filtering for exact words is never a good idea. My favorite example: "Wow, when Lulu ult's chogath he gets even %%%%%% than usually!" "*bigger"

I don't think I'll have to explain what an innocent typo might end up leading to a mute.

And those who actually want to curse will just use one of the billion ways to circumvent word detection.

I can see the reason.

Lets say hecarim flames malphite the whole time, at some point malph flames back (they both invest time in chatting) then malph explains he won't group. Lux goes for the chat and wants malph to keep going, he refuses now lux claims she will report malph. He flames here too now.

Typical League game btw. if there was the chance to auto mute flamer for the whole team this scenario wouldn't have come up.

What's really shitty is the fact that these people invest more time in chat then in the game. This is was makes my game experience bad and it doesn't help to mute them since they play worse because they actually write a book.
