Honorable Member of the Community

I go into party invitation screen, and I see a player that is not on my friend list that I can invite and when I hover over his name it show a tag "Honorable Member of the Community" in the part where it would normally, say that you are friend with this player or the player is friend with one of your friend. How do you get this Honorable Member of the Community tag thing?

It's based on the amount of honors you get at the end of the game.

That is generally there because you honored them at the end of the match where you played with them.
