Can we kick troll player in pick and ban riot plz!

Today I played league and in our pick and ban for rank some person said that they have to pick up their son so will afk. So we ask that person to dodge dodge to lose only 3 lp not 20 and that person said they will feed and afk. So play riot let the team vote to kick troll player. this is the pick and ban room chat. Troll: i have t o pick up my son Troll: so Troll: maybe will afk Troll: 88 Troll: will afk Teammate: ? Troll: sory broi Teammate: dodge then Teammate: just didge then? Teammate: Why join a game if you wont have time Teammate: dodge Teammate: ull lose only 3 lp Teammate: not 20 Troll: i check wrong Troll: 88 Me: roit shoud make a kick out player Teammate: And if you have 0lp you lose nothing Teammate: yeah Me: so the team vote to kick Teammate: dude dodge plz Troll: will feed and afk Teammate: Why? See i don't see something like this working as intended. Yes it would work in cases like this. But i see it being abuse by people who see off meta champions and just scream troll without actually seeing the person play, or if the enemy team is getting all the good picks and a 4-man team just vote to kick the one random they have. Then of course people will just complain when they keep queuing up/leaving a game and basically waiting a long while just to get into a game. You have to look at all possible outcome when it comes to something like this. Could it be easily abused? does the pros outweighs the cons? or vise versa?

they cant do it. it would get abused too much.

"this guy only has a 35% winrate with jinx! vote to kick" "damn he counterpicked. vote kick me"

also the trolls will notice this and no longer troll pregame. they will wait until the game actually starts. wouldnt you rather know before it begins so you can get out of there?
