is passive throwing punished?

hello

so i had alot of teammates trying to throw the game like someone who take my entier jungle camps on purpos just because i didnt gank them and iam the reason they lost lane

next game the same guy came with me and was adc he said hello i will show you how to lose lane for real this game

he didnt hit cs and wasnt trying to win the game he maybe didnt feed or went afk but he is clearly not going or trying to win he ended up with i think 20 cs in 32 min game

so is this kind of thing banned or what?

Trolling in game does lead to punishment, however it is a lot harder to track than chat related behavior. They will get punished but it may take a fair amount of time for Riot to get the evidence needed.

most of the cs that he got in the second game was of my jungle camps as well
