What can we do about toxic behavior?

I just had a player steal my jungle CS all game whenever it was convenient (I was playing 3's, don't judge). She was irelia and would sometimes clear with me using q to take the cs. Her reasoning was "I carry games, that's all that matters".

Is there anything that can be done besides reporting? If she does it every game, it should be obvious in chat...but there's no way a bot will be able to see that they're toxic without any swear words or anything...

I remember reading top tier jungler's posts about how they hate laners taking all the gold and experiences of the jungle throughout the game, and there is nothing they can do about it.

Riot did try to curve some of the jungle experience / gold gains, but I don't think its doing enough.

I mean.. some people can carry alot with gold. But dam, its just rude sometimes to take the camps experience and gold.

You can report for unsportsmanlike player if they follow you around every camp. But if they just take a camp here and there, its not punishable.

Two opinions on what is the best practice within the game: Which is the best choice? It is for you the player to decide how to go about scoring the two alternatives, and then selecting one.

Change the root of toxic behavior, which is the ranking system in place. If individual performance is completely irrelevant to ranking, and players are punished for their teammates playing poorly, there will always be toxicity.
