The amount of people that are this toxic in pre-chat, but then once games starts become mute OR almost sickly sweet in-game is unbelievable. I mean. I can't do anything about this persons behavior since I can't exactly report them. Some other kind soul took an LP loss and dodged. Shouldn't a way exist to put a strike in champ select so that this can't happen as often?

While it does suck to encounter negative behavior and trolls in champion select, as per the Universal Rules, naming and shaming is not allowed. Because of this, I've gone ahead and removed the images.
If you wish to report such behavior to Riot and are unable to use the in-game report system (like you are here), then you are allowed to submit a ticket to Player Support, under the category [I have a question about League of Legends/Riot Games.] > [Game and Features] > [General Questions].
