reporting a player, does the tribunal even work?

So just now i have been demoted, again, i lost a game, cause 0/3 garen at 7th minute somehow found out our jugnler is "retarded" as he said and was afk standing in base chatting with others till we lost. Something lke this is hapening TOO OFTEN! people just decides to run arround in the base and doing shit. And when u report them after game, no not about player getting punished has ever occured!!!!

I recentyl just got back to league of legends and managed to get from b4 to g4 with Ashe only.. But i am most than certain that 30% of my games were completely ruined by people who intentionaly threw the game. This is not having a bad game and should be punished, so why isnt ist happening? When i say i will report you people are always making fun of reports. "i dont care i am afk, report me all" "I wont stop feeding, u can report me i dont care" EVERY TIME! How IS IT EVEN POSSIBLE? Can someone pls tell me?

SO.. i was wondering, if u could make tribunal system transparent, so i could make a note at a player who destroyed intentionaly my game and i could check in the future if he was punished. I am really near quitting league of legends again, cause this is really not enjoyable, when u have a kid like this in almost every game.
