you can submit a ticket to support about it literally anytime
I reported something like that recently via Riot Support. I don't know what they did, because they cannot disclose the results, but i'm fairly sure those players got punished in some way.
That is someone on your friends list. Maybe try asking if that person can change the message before you report.
its not allowed. APPARENTLY na support punishes people for it. but i never saw any proof of that so yeah.
