If you received a behavioral ban or a ban for third party software use, the account is almost certainly unrecoverable, especially if you received a 14-day ban as a prior warning.

If you received a ban and don't know the reason, submit a ticket to Player Support. Sometimes these are protective bans after suspicious account activity is noticed, and if that's the case it can be easily remedied.
