i know i was a very toxic player but now i know how much i miss playing this really amazing fun game and was wondering if there was anyway i could get a second chance plus i have spent like over $300 on this account

I think the tribunal system is way too strict. For example you start learning the game and get flamed for being a noob and you say something like fuck you I'm new. Then the whole rest of the game you are called salty and are mocked and people try and bring the toxicity out of you. And if you give in then your account/chat is suspended and you are put into a pool of MORE toxic players which only makes it more difficult to not be toxic. So you learn to just mute people and ignore what they say but you already have that history of toxicity on your account and no longer qualify for certain rewards like the gold skins or borders on loading screens. Then on top of that you constantly feel like you're walking on ice and don't want to spend more money on the game because the next time you lose your temper and express it through chat you're at risk of a permanent ban ... I feel that riot should go through more chat restrictions before immediately resorting to long suspension periods and permanently banning accounts. Instead of putting these people with more toxic players and instilling harsh punishments why not try and HELP these people. A lot of these people are simply passionate about the game and can't handle their frustration. Why not create some kind of "rehab" system instead of sending them straight to prison? Or at least give people a chance to remove their toxic account status. For example have a level of account quality and the more games you go without reports and positive feedback the less toxic your account status becomes and you can eventually start participating in the rewards again. There is no forgiveness in the current system.
Honestly I don't know you would have to send a support ticket, I just got perm-banned because I went on Tilt, I got forced into a bot role like 3-5 games in a row, had an AFK during champion selection, and my bot lane refused to play defense when it was called at champion selection, as a result " I Did feed hard" not Intentionally but "Riot decided to issue a perm-ban for doing this.
I submit two support tickets, and Riot keeps giving me the same responses of being Audited, but honestly I find no real way to appeal these type of bans, and I say this being 3-4 year old League Player at least there is no way I would Intentionally feed despite doing awful.
As far as having a ban removed if you were indeed toxic in chat is a different story, I don't know if Riot is willing to do this I know they have given some pro players a chance to improve their behavior though, and I would like to be given a chance to prove I don't Intentionally Feed to get my account back, even if it takes playing a few months on a new account with the new role system which I know I can play better in compared to forced roles.

Riot just doesn't want to or they believe in their auditing / statistics system more than they believe or trust its players, and I agree some perm-bans are deserved but some of these bans that I see being handed out lately I would have to question.
No, permabans can't be undone. You'll have to live with a new account and trying harder not to be toxic.
That's why Riot Games makes the prepaid cards. You can legally get your money back by debit cards, but prepaid cards can't be refunded. That's what most of my money spent was. I mean honestly, you can just buy accounts online for like $30 minimum and since Riot morons are so lazy, you can just keep playing. As a matter of fact, since Tier 2 runes are like 1 IP now, you can get decently competitive runes for cheap, and you can also play a week's worth of games and get enough IP to also unlock your mains, assuming they didn't come in the guaranteed random 16 champions. And my comment won't even be deleted since Riot Games KNOWS that the people who do this actually make them money, and their game relies on it, since they know the people they wrongly ban will simply make new accounts, eventually get back into their toxic flow THAT'S PROBABLY CAUSED BY THE FACT THEY PLAY THE GAME TO RELIEVE THE STRESS OF THEIR SHITTY LIVES, spend money on the game, and get ARBITRARILY banned. Not only that, but you ONLY get banned if you get reported, and we all know that the only people who even BOTHER to report are 1) trolls (the worst most toxic people there are, who somehow avoid being banned) and 2) sheltered kids who live with their parents. Not to mention that you can be banned without a human being even looking over it. I got into a game, then wasn't even able to get into queue afterwards, because I was being permanently banned NOT FOR WHAT I SAID BUT FOR BEING REPORTED. That's like saying that just because I THINK SOMEONE KILLED MY WIFE THEN JUST BECAUSE I THINK THEY DID THEY'RE AUTOMATICALLY GUILTY.
tl;dr you're not even being banned by fucking HUMANS but by ROBOTS/COMPUTERS and we all know machines are fucking idiots.

I find it funny that "Ada Wong" keeps posting in every thread about people being banned as if trying to convince us he was wrongfully banned.
Also, no, unless it was a wrongful ban, the chances of you getting your account back is basically zero.
I am diamond 2 player in Korea and have had several accounts in master above in NA and I can tell you for a fact that this game as far as the ban system is rigged in order to fuck you. They want to ban you quickly so you make a new account play again spend money on it and ban them too. I had an account banned my very first account I had for 4 years I spent roughly 1700 dollars on it over the years. I had multiple skins for every champion and every single champion in the game I got this account to diamond 4. After they came out with their new ban system My account got banned like a month later after playing this game so long you get tired of putting up with ignorant bronzeys flaming everyone and especially you knowing they aren't on your level. I tried to fight this perma ban but riot basically said fuck you we are keeping your 1700 dollars and your account. So Being the incredibily intelligent person I am I hit the bank reported every charge dating back to 4 years and got every bit of my money back. Make sure you guys just report these filthy fucks for fraud to your banks. Did you guys know that the POS mother fucker who started Riot doesn't even pay the pro players who play in tournaments they get paid strictly off sponsorship he is such a cheap peice of shit. He makes millions off tournaments and merchandise and these players and doesn't pay them a damn dime. Riots company is a joke and a money grab. Basically it takes 80 games to even afford one 6300 ip champ if you do the math assuming you win most of them. so who the fuck has time for that? nobody so people end up spending their hard earned money just to get champions so they don't have to grind 80 games on top of that the only way to not get banned is to literally not talk Leagues community is full of trolls garbage players who think they are good and more trolls. Their ban system is automated so if you jump into a game with 3 trolls for example ahri adc bot with heim support and a mid soraka and you say anything to any of them all it takes is for those 3 people to report you for harrassment for them being shitty individuals and you will get banned for being upset they wasted 20 minutes of your life probably more because we all know how trolls in NA don't surrender they'd rather waste more of your time and everyone else. Also you should not even be able to get banned for verbal or harrassment because their is something called a mute button. IF people don't like what you have to say they can simply mute you.Instead Riot thinks it should be a bannable offense so they can fuck you out of money and fuck you again when you make a new game. Fact of the matter is this game is just not worth playing anymore they have the harshest ban system out of any game I have ever played and trust me I have played a lot of different games and I have never once received any type of ban until I played this game. The game is great but the community is trash the ban system is trash And Riot in general is trash have a nice day you fuck boys Im gonna go destroy at another game where I don't have to constantly carry people on my back deal with trolls or get cheated out of my hard earned money.
