Matched with summoner I reported in game before

I'm putting this here in consideration of fixing this would probably improve behavior drastically in the cases where it is a problem. So I was playing a game with a mildly toxic jungler in it, and I reported him for negative behavior, yada yada yada. I immediately left the post game lobby and started another search in the same queue. I got matched with the same person on my team in the next champ select, then dodged before I said anything. Riot, this is something that should absolutely never happen. If you want to keep games from being terrible, one basic concept should be to not match people together who one or both of them reported each other, especially not the game immediately preceding it. People who report each other are not likely to get along or work together in games. Is this something you guys couldn't avoid in matchmaking? Or would making this part of matchmaking slow it down noticeably? Has anyone else had this happen? Having to wait for my dodge penalty to count down is annoying, but I'm just glad I noticed it and dodged.
