Toxic streamers and youtubers

I dislike how riot lets these players continue when they are so toxic. I watch a streamer trying to make a vid for his youtube rage, flame, then give up during a ranked match. How are these players still allowed to play? Thats the issue with the community in League. I legit have friends who love this game and do not play simply based on the community. There has to be something that can be done because none of what they have tried works. Especially when you have higher profile players that get the exposure they get, acting like children. I just get the impression riot legit doesnt care. They get their $$$$$ and go with the flow.
