Banning Declares
Trolling is a bannable offense and this is obviously a form of trolling, why isn't there a punishment for it?

It is not obviously a form of trolling. There are many legitimate reasons to ban any specific champion.
If they troll after that, like insulting your pick, taunting after banning it, or whatever, those things are all punishable. Report them for the punishable things they do.
Cuz Riot is too busy pooping out horseshit skins and milk this dead cash cow of a game to actually fix legitimate concerns.
