In my opinion perm-banned accounts, should be unbanned next season, and see if their behavior has changed what so ever, if their behavior hasn't changed in any ways, they should remain perm banned if so, my point is people work hard just to get banned, If someone has had a bad day they cant help it to take it out on someone who pisses them off more, but you can't blame them, there's a mute button for a reason and it's not there to be looked at, or hovered over
So despite them already getting a number of chances (assuming they follow the tiers of punishment) you want them to get yet another chance? Let alone the fact (like others have said) they had tried this and it failed. If you really cared about your account, you wouldnt get it ban. Yes people have bad days, everyone has. Yet if thats the case why is it that most people havent been punished? Ive been playing for a great number of years and yet i havent even see so much as a warning for my behavior. Do you know why? Because I dont break the rules. When i see a toxic player I ignore/mute them. What a lot of people like yourself dont realize, and is possibly one of the oldest rules of the internet, is to not Take the Bait. People do these things to get your reaction. You dont give it to them they will either keep on doing it (which in turns gives more incentive to report them and get them ban) or stop. But no, people like you NEED to react and thus let them win. Not sure why anyone would want them to win.
But no, i dont believe they need yet another chance, especially since statistically speaking they will more than likely continue to be toxic, or troll, or do what ever rule breaking they have been doing which got them ban in the first place. Riot is pretty ease with the punishment, and at least to me, seems pretty difficult to even get ban. If ive been playing for this long and havent seen so much as a warning, what exactly is the difference between me and you?
No. They already ran such an experiment, and it had a 95% failure rate.
If someone really cared about their account they wouldn't have been permabanned. They'd just play by the rules even if they didn't agree with them.

I absolutely can, everyone is 100% responsible for their own account, and the activity on it. If you lack the self control to not be toxic then you shouldn't play.

That is so not an excuse. If I have to mute you it means you already, intentionally, ruined my mood.
Riot has tried reforming players before, and rarely works so they kinda just gave up on that.
RallerenP is correct: Riot did try a "one last chance" experiment a few years ago, and it met with catastrophic failure rates. All evidence points to the fact that unbanning permanently banned accounts will simply lead to more toxic Behavior and that the same players will ultimately be banned again.
Now, I fully understand this is probably not true in every circumstance, are there some players might legitimately be able to reform. The past experiments have shown that this is extremely rare, however, and since there's no way to tell in advance of unbanning everyone weather in individual will reform or revert to toxic behavior, it doesn't seem worth the risk to the innocent population.
It's all rather immaterial though, because Riot has stated that they do not and will not ever unban permanently banned accounts unless the ban was erroneous.

Given that only 0,006% of league players get permabanned and they usually have several chances to reform prior to a perma ban (usually it starts out with chat restriction then a ban for a set ammount of time and permaban is a last resort to protect the league community) I think it is for the best to keep these people out of league.
