Actually, it's all of the players who play on the server (with good and shitty lives) that determined the system parameters. WE all decide what's acceptable, and Riot uses that or its behaviour system. Take from that what you will.

Also, false reports get tossed out and lower those player's future report value; all you have to do is not validate them by retaliating with negative behavior of your own. I suggest the following reading material on being a sportsmanlike player;
