i have reported the same player on 3 seperate occasions for intentionally feeding, hate speech, and telling people to kill themselves.....yet he is STILL active why is this?

I imagine this person is also around level 25-30, right?
That means it's a new account. The system is going to be more forgiving for lots of deaths, and it's going to wait a while before punishing to show an undoubtable habit of toxicity.
