Rewards after a 14 day ban
so I got out of a 14 day ban about a month ago, am I able to still get the end of season rewards such as the ip ( B.E ) and such?

IP/B.E is not End-Of-Season rewards. End of season rewards are ranked rewards. (Borders, victorious skins) Punishments also disqualify you for the random gifts that Riot gives out from time-to-time. No clue how long it disqualifies you for.
Sounds like no, but it depends on the date. After 8/22, then you don't receive rewards if your ban is 7 or more days:

If you are asking about the Blue Essence store that will be opening up, I believe you will be able to participate in it, as long as you are not banned at the time. As the others have said, it is not one of the end of season rewards, but is part of the rework of the Runes/Masteries system.
Give me my boarder and icon, i don't care that i get ban. it's unfair.
