I'm banned for 14 days, and my friend's smurf doesn't have me added but he has 1000 rp and he owes me some of it. Cassiopeia is on sale and I really want her, and he has to gift her to me, but because I don't have him added, he can't gift it to me. Is there some way he can gift her to me? Ty all.
Not that I'm aware of. Riot implemented the friend restriction to prevent the possible abuse from those who hijack accounts to buy skins with someone else's points.

to gift junk you have to be add to someones friend list for 48 hours i think. i know you can add friends on the offical league friends chat app, so you could always try sending him a friend request there, and he can gift it then. i make no promises that this will work though.
on a sidenote though, this should be incentive for you to not be toxic in chat or perform toxic behavior
