Strange loss of character control

So recently I've been playing but I noticed something annoying. My champ would randomly stop moving the way i tell it to or it wouldn't stop. not only that, but often there would be delays in abilities, and has cost me quite a few laning phases. The thing is my fps and my ping are both stable, and everyone around me interact in real time, so I can't help but believe it's my computer's fault. Can someone shed some light on this?
