Sorry, no, Riot will not reimburse or otherwise adjust your LP/Rank/MMR etc. for any reason. It's unfortunate that your ally was disconnecting and you were unable to get a /remake, but the only thing to do there is try and play it out and hope he returns, and report them for their absence afterwards if you wish; they will have a loss and Leaver Penalty to deal with for that.
I've edited out the link as reporting or shaming players is not allowed on the boards as per the Universal Rules.
Everyone wins and loses games due to afks, so it all balances out provided you play enough games
