Sorry but account terminations are permanent and only ever reversed if it was done in error on Riot's end. If you were banned for being toxic or scripting or feeding, etc etc then there is absolutely no way to get your account back ever.

You are free to make a new account and start over however.

Permanent bans are only removed if they were wrongly issued. If your account rightfully earned the ban through negative behaviour, then no, you can't get it back.
