Why don't people get banned anymore?

Okay so I know i'm not doing too hot in the game but when someone just BM's all game and goes 0-12 from feeding shouldn't they be banned? If you op.gg or look up "<Removed By Moderation>" their stats are really bad all he does is feed. That is only one of the few people who have inted and bm'd like crazy in my recent games. On top of that 2 minutes into the game he's already cussing and even admits in chat "i'm just running it down because we have a s**t team. So why don't I get "a player you have reported has been banned" anymore? It happens a lot and i'm saying if people like this don't even try to play when it's ranked why not fix it? Ban them and remove ranks or something if all they do is bm and int. I'm okay with losing but not okay with being spam bm'd in chat and having people just give up in ranked and not even afk but intentionally feed. Like do I have to screenshot or video a whole game for that player to be banned or are they just allowed to do whatever they want now? It happens a bunch and so far I don't see any of my reports being banned.

Name shaming is against board rules. As for your claim, people aren't getting a ban, you're either being ignorant or you haven't looked through this board. Players are banned every day, even by the hour. You do not get a notification "this player has been ban" they let you know that they're punished and flagged. Riot isn't liable to give you any information on a player's punishment except for letting you know that your report helped the community.

As for the player wasn't being punished, it means that player isn't always toxic, and their stats don't provide any sort of evidence that they're unfit for League of Legends or means they're always toxic.

They do, literally wait 30 minutes to an hour and see someone complaining about their ban.

You want a system that removes trolls utterly, problem is, that is literally impossible. One game is trolling isn't enough to get one banned and as you can see from his na op gg (which you aren't allowed to post, no name and shaming), most of the time he plays well.

Now let's say that all it took was one game of trolling to get someone banned, how would you dictate what trolling is. Depending on who you ask, picking someone not meta is trolling. Playing poorly is trolling. Being the odd man out of a 4 man queue is trolling. The term is far too broad to have an accurate roadmap of what it is. In some cases, yeah, it is blatantly obvious, but in most, not so much.

Even then, if one game of trolling was enough to ban someone, do you REALLY expect this player base not to abuse said function? Someone has a bad game, oh, trolling, sorry mate, you went 0/5 on GP, clearly you are trolling right? Oh, you didn't ward enough, clearly a troll, etc etc.

Even if your report want the one that got them banned, your report will count towards their punishment, you just don't have any visibility for when it happens.
