Lately I've seen a lot (more) of "supports" who only steal farm and kills from their adc. I don't have a problem with off-meta supports like Ekko or even LB, but this is very different. These players do everything within their power to steal the adc's farm, in fact often prioritizing stealing farm from the adc above their survival.
So my question is, is this reportable? If so, what should it be reported under? Is it a bannable offense?
No, its not against rules. Everyone is allowed to farm, and everyone SHOULD try to get kills. It only benefits team more sometimes if ADC farms. But if you see that ADC is bad, just start farming, he wont carry shit. Also please, get "steal kills" term out of your head completely. Thats literally worst possible mindset. Its for bronze V and lower skilled players. There is no "kill steal".

''support'' never ward, build only AP, flame the adc when hes 2/6 but they stole all the kill or bursteed too fast to actually be support
I say you should report them, but unfortunately Riot Game isn't going to do anything about it. Poor play is not a punishable offense at the moment. This is what allows players to feed without punishment. The only solution is to start a petition to get Riot Games to actually make quality of life improvements to the game.
Your simply creating a myriad of conditions that the adc has to compete under.
He has to avoid damage while farming.
He has to time his last hit to secure gold.
He has to watch the map for M.I.A and be wary of a potential ganks.
And as if all that isn't enough to worry about now hes supposed to compete with the very person that is supposed to harass the enemy bot lane and protect him from damage so that he can farm.
Yes there are situations in which the person clearly has no idea what they are doing.
Currently trending is a parade of supports that will blast every CD and Sum Spell to ks their adc, for instance the raka's in my games lately can heal the adc and still "secure the kill". They like to sit there and bust their Q/E while their adc is nuked, never send out a single heal, ks watch adc die then bust their ult so they themselves can get away.
There is absolutely no reason for this type of behavior, if you don't want to play support then no one is making you. You will get one of two chosen roles. Don't pick fill and move on.
No one likes to go out into the rift with an adc less team. The fact that your trying to use semantics on how Riot has labeled the position in our new queue to boost your argument is adorable.
