Fake rp/skins websites

Yes, you can be banned for that. Send in a support ticket with a screenshot. https://support.riotgames.com/hc/en-us/requests/new
If you get banned from attempting to use the site, it is usually for the reason of protecting your account from someone hacking it. Never trust those websites, and if your friend sends you that, they either do not know the site is a scam or they have been compromised themselves. Please be careful whenever you get given those types of links!
Hey like the others said, that account is probably stolen and the site is of course fake. You should submit screenshots in a Support Ticket under the request type I have a question and the category Game & Features::General Questions so Riot can lock the account and prevent further harm. Make sure you don't click those links or share them under any circumstance!
