Riot REALLY has to fix their punishment system

So this game our jungler called top first but some other person said "give top or ill int" the jungler then swiched to jungle. I decided that I also wanted to play top and since apparently its ok, I did the same thing as him, now I have nothing wrong with this, but he did. It was a duo top and this guy kept on saying I was trolling and he started inting. He literally dived a VOLIBEAR 5 times, and not surprisingly, died 5 times, he then said he was "lagging". I call him out on his inting and he starts to say how hes only trolling because I'm trolling, he also called me a 43 year old %%%%, told me to die and a called me a little kid, I reported him, and I can assume he reported me. Now heres where Riots punishment system gets pretty dumb. I got chat restricted, but the other person, did not. There were no other chat logs with this and this is the ONLY game where I could be considered remotely toxic. Yet I get chat restricted instantly and the trolling person, who was also flaming me, quite alot more than I was flaming him, didn't get punished. I never got the notification that he got punished. Sure I get that me saying report Illaoi and, cry more, and no company would hire you (in response to him saying I work as a game developer for RIOT), but the Illaoi not getting banned is unacceptable. He flamed me far more, and he was trolling. I honestly don't know what system Riot uses to punish people, but they really have to fix it. I'm not here saying what I did was right, I'm here saying that that toxic, inting person is still out there ruining other peoples games while I'm here chat restricted.
