friend geting ban for smurfing
he has spent over 5,000 dollars on league and to get banned for that is not right now they band all his accounts they said it was for smurfing he tried to fight it and they banned all his accounts

They don't ban all of a player's accounts for smurfing (or any, for that matter). He should've received an email about his ban(s), and if he needs more information he can submit a Support Ticket.
You should either have your friend post here, or get more information to add to this post. We'd need to know what exactly his ban was for (can generally tell from the content of the email he should have gotten regarding the bans. There was a recent ban wave for use of scripting or malicious 3rd party applications with League. If they hit all of his accounts at once, I'd guess this was the cause of the ban.
And no, no amount of money or time spent on the game grants you immunity if you choose to break the rules.
That isn't why he was banned. simple.
No one gets banned for smurfing....
