Dodging ranked games with players that are ready to int feed

I honestly don't understand why you have to stop people from joining the queue for 5 mins or even longer after dodging a game for the greater good, when people auto lock in braum jungle with cleanse ignite are you telling me to join the game and try to win with it? The second I dodge the game I've lost my LP already, I don't need and other 5 minute or 30 minute time out. I just hope that there will be some sort of voting system where we get to vote to restart the queue when there are int feeding trolls in the picks/bans section
