riot needs to do something about the penalty system for leavers and needs to do something for ranked

Hello, I'm here to talk to you about the player penalty system and also my opinion on the overall experience of league of legends players. ( i'm not english so please don't be rude if i did some mistakes )

Since season 10 started, my experience on league of legends has been catastrophic and I think I'm not the only one. Indeed the beginning of the season in ranked, for me was disturbed by people leaving the games in almost all my games, but also people who I judge not to be at their level (deserving a lower ranking). I noticed on twitter and according to my friends also that their win rate compared to the old seasons is much lower than usual (for example I saw a person in challenger with less than 50% of win rate).

I think that currently riot games penalty system should be reviewed, in fact playing the game and having a leaver in almost all games shows that the current system is not adapted to the situation, having spoken with friends having been leavers, they clearly told me that they had not been penalized. I really think that is currently the biggest problem in league of legends. Also I would like us to look into the fact that riot has to do something about ranking, I don't find it normal that we have such a low win rate for most players. I don't really have an idea on what we could do but in my opinion, a hard reset would be suitable.
