Trolling Punishment

So i had to dodge a few recent games to avoid trolls such as singed support, jhin jungle, and yorick support. I was wondering how it is fair to punish the person who had to dodge in order to avoid losing ~20lp. Now, the player who was going to troll did not receive any punishment, and didnt even get reported. Will/is there a fix to this???

Because it's to hard to differentiate between people QQing over non meta picks and legitimate trolls.

About as hard as it is for me to differentiate when to use "to" or "too"
