So i am beginning to think reporting does nothing at all, i have a bad game against "smurfs" and i get reported i get 14 day suspension with quick action on my account, i report those people for harassing me all game and the jungle even admitting in chat that he is purposely griefing me in said game and they are still playing safely, i even muted them at some point and didnt respond back to them but im still punished thats dumb

I love how no one even had to PROVE he was toxic, he just did it himself

Reports certainly do its justice, but it weighs against who gets reported the most and the chat log shows your negative actions. You're not supposed to retaliate against players because they're harassing you. You're responsible for your own actions. Just as they are to theirs. If you continue to type to them out of defense, then you're not playing the game. Which creates a negative experience for your entire teammates. You're supposed to be playing the game, not typing to them. And I would assume you did exactly the opposite and ended up getting reported for it.

You can downvote the ones looking for chat logs all you want. Your fear of showing them paints a very accurate picture of why you were punished.
