Can this player be warned or be temp banned? Warning vulgar.

So i don't know if this is the place for it.But i don't know where else to post this if this is not the place or if this is breaking the rule in some way i will remove it.If this is not the place for this please point me in the right direction.

Now the backstory to these pictures.I queued for ranked then this player started flaming me very much so.I was confused because i didn't remember him from any recent games. I dodged Then i went to my match history never even played a game with me.He though i was a player he had recently played with and had fed.Out of curiosity i friended him to figure out what was going on and thus the imgur pictures.pictures.
